Government of Mexico.
The Decree of 1830 stopped immigration from the United States and set up new forts. It also suspended most empresario contracts that hadn't been completed. Mexico put taxes called customs duties on goods made in different countries.
Mexico issued the Decree of 1830 because they thought that Anglo-American influence was very strong in East Texas and that if they didn't act quickly, they might lose Texas to the Anglo colonists.
"If we don't enforce these laws, there will be too much Anglo influence in East Texas and American colonists will take over Texas."
